Belgrade (MINA BUSINESS) - The first problem that the reformed federal Yugoslavia will have to resolve is the problem of two separate markets, said Jan Willem Blankert, an adviser in the EU commission at a round table on reforms organised by the G 17 think tank in Belgrade. "Yugoslavia is one country on paper but has two markets," Blankert said adding he expected the road for accession to the EU would be traced by
2004. Yugoslav National Bank Governor Mladjan Dinkic said that serious talks about joining the EU could not be held until the issue of two markets is resolved because it is a key issue for the European commission.
He believes that a strong federal administration has to be formed for talks on joining the European grouping because the EU will not agree to talk with some coordination bodies. Dinkic said Serbia had a greater economic interest to join the EU than Montenegro which was dragging its feet because it exported mostly services and aluminium. He said the way out is to form a functional joint state by the year end which will be capable to start EU talks.
