Business environment unsatisfactory
The business environment in Montenegro is unsatisfactory because an average investor faces many problems related to property insurance, which affects all the aspects of justification of capital investments, the World Bank states. The Senior Executive Manager of the World Bank for preparation of business environment and private entrepreneurship partnership of South East Europe, Margo Thomas, said that it was not sure how Montenegro could amend that in order to attract lasting investments it needs for economic generation. “There lies the challenge. Getting permits for construction and property insurance are only two key fields that should be considered and which may postpone the investments, and there are plenty of other ones, too,” Thomas told magazine CG Ekonomist. She said that the risk and operating costs play an important role in making decisions on investments. Thomas said that the World Bank requested from Montenegro’s Government a systematic approach to administrative reform and improved quality of regulations for operation implementation. She was a member of a WB delegation that visited Montenegro last summer. “The purpose of our visit was to make a faster diagnosis of business environment in Montenegro, with particular focus on tourism sector. We focused on tourism, since it is the key field of Montenegro’s economy,” Thomas explained. The Government of Montenegro, she said, sees the private investments as driving force of economic growth. “In order to achieve that, a campaign is necessary or a reform program which would attract and keep the national and international investments,” Thomas said.
