Krgovic claims that 99% of the money owned by citizens has been legally acquired
President of the Council of the Central Bank, Ljubisa Krgovic, said that 99% of the money in possession of citizens has been legally acquired, and that he did not thought that conversion of German mark into Euro would serve for its laundering. At today#s press conference he said that in bank accounts and General Clearing House there was about 180 million DEM and that about 180 million DEM more were in hands of citizens. Krgovic said that the first round of control of banks was finished and that the banks handed over the documents requested, but added that fulfilment of some more conditions was expected. "We shall publish the results after the second round of control, which would be finished before conversion into Euro, where business banks are to fulfil some additional conditions," said Krgovic. He said that it was not customary that results of the supervision were published in the period when the banks were adjusting themselves to conditions of the regulations that have been passed in the meantime. The Central Bank of Montenegro would convert, together with business banks, during the three months of two-currency system, and after that period, only the Central Bank would convert marks into Euro, said Krgovic. "There is no fear that marks could not be converted after the dual currency system is over, because Bundesbank stated that conversion of marks for Euro would be made in unlimited period of time". Krgovic added that the Central Bank of Montenegro would convert marks for Euro through Bundesbank after March 31. "Investigation of money origin would result in discouragement of citizens to come to banks and it would probably cause egress of capital from Montenegro". Krgovic said that according to the present laws and additional regulations that were being prepared, business banks were obliged to report all suspicious transactions during conversion to the Central Bank. The investigation and measures that would be taken are in competence of the executive authorities. He said that advantages of introduction of Euro was simple comparison of prices and freeing from the expenditures of communicating with the states of European Union.
