Medojevic: All sales agents should be forbidden to work
The Centre for transition (CT) requested today from the Council for privatisation to forbid to privatisation funds and Post of Montenegro collecting of vouchers from citizens through sales agents or middlemen. This non-governmental organization also invited members of the Parliament not to vote for Government#s proposal of the law on public acquisitions. Director of CT, Nebojsa Medojevic, said that activities of privatisation funds and Post through sales agents was against the laws and accompanying regulations that define the process of mass voucher privatisation. "Decrees that regulate issuing and transference of vouchers do not state they can be taken over from citizens through sales agents or some middlemen," said Medojevic at today#s press conference. He said that, in case the Council for privatisation did not answer on their request, the Centre for transition would direct a new request to the competent court of law in order to carry out temporary measures on prohibition of work of the funds. Medojevic added that CT would sue the Council due to misuse of official function and inefficient implementation of the control function. "In the privatisation process there is no legal security since the Council can change legal regulations when an interest group requests that. Funds will, when it suits them, apply pressure on the Council to change regulations for their benefit," said Medojevic. He also said that the Law on public acquisitions, made by the Government in cooperation with the USAID experts did not meet the requests of eight directives of European Union. "We invite the members of the Parliament not to vote for this Law because its passing by American recommendation is irrational in the fields strictly defined by the standards of the European Union," said Medojevic. He said that in the proposal of the Law on public acquisitions made by CT all directives of the European Union were satisfied and that all high standards have been achieved. "It is wrong for Parliament to pass the Law that would soon have to be changed, and it would be better to form an expert team where representatives of international experts, non-governmental organizations, Government and donators would participate, and it would very soon prepare the law on the basis of these directives," said Medojevic. He said that the sale of hotel "Maestral" in Milocer was not transparent and that the public was not informed of the elements of the contract. "We appeal to parliamentary parties to start performing their legislative and control function, as well as to parliamentary commission for control of privatisation to request a copy of the signed contract in order to estimate its quality," concluded Medojevic.
