Montenegro drafts poverty reduction strategy
PODGORICA (MINA-BUSINESS) - The Montenegrin government will by the end of July set up working groups to investigate different forms of poverty in Montenegro in accordance with the draft document on the strategy to reduce poverty. The groups will concentrate on macroeconomic stabilisation, development of the health and education sectors, social aid and the regional development strategy. Members of the groups will be representatives of government institutions, non governmental organisations, experts from specialised institutions, local authorities, businessmen and the media. Their reports will be submitted to the Forum of the citizens’ society for poverty reduction by end September, which will then submit its estimate to the government by the end of the year and the government should finalise its poverty reduction strategy by March 2003. The preliminary blueprint, drawn up together with the World Bank, says that many years will be needed for positive effects to be achieved. In the meantime emphasis will be placed on monitoring the implementation of policies of individual ministries. Progress in macroeconomic reforms and stability will be measured by the success of implementing the programme of the International Monetary Fund. Black economy and correct distribution of social aid will be monitored carefully, the document says.
