New law on games of chance after 20 years 

Podgorica, (MINA-BUSINESS) – According to the Ministry of Finance, Montenegro has adopted a new Law on Games of Chance after two decades, marking a major step towards a more regulated, secure, and responsible sector.

 
“Despite intense pressure and attempts to halt reforms in the field of games of chance, the Ministry of Finance team refused to continue the long-standing policy of delay and inaction. The determined, consistent, and responsible leadership of Minister of Finance Novica Vukovic has resulted long-awaited change and clearly demonstrated that public policy is shaped not by interest groups, but solely in the interest of citizens and the state,” the Ministry stated in a press release.

 

The Ministry stated that the law was more than just new regulation – it was a symbol of institutional strength and the political will to bring order to a sector that has long lacked effective oversight. 

 

Through these reforms, the state has shown its ability to resist lobbying pressure and steer the system toward more functional governance.

 

“The new law will strengthen control, protect minors, combat money laundering, and increase state revenues without stifling the industry. Ultimately, this means a safer, more regulated, and fairer Montenegro,” the Ministry added.
