Podgorica, (Montena-business)- SNP (Socialists National Party) and LSCG (Liberal Party) claim that no money for next year referendum in the budget proves that the referendum on the state-legal status of Montenegro is not still sure, while DPS (Democratic Party of Socialists) claims that the budget can be corrected after a while.
Planning the budget for next year, which is above DEM 670,000,000 the Montenegrin Government hasn’t precisely predicted if the referendum on independency will be held, according to the daily “Vijesti”.
The budget predicts that the Republic Election Commission during the next year spends DEM 24.934 for salaries and material costs. According to paragraph 9 “The Minister of Finance decides on using means of permanent budget reserves, with the Government’s approval, regarding that part of means will be given to the Republic Election Commission, if the referendum, which must be financed by the budget, will be held in the budget’s year”.
The SNP representative Momcilo Vucetic thinks that missing this part in the budget means that the referendum is unsure.
”The Government must have planned spending money for holding the referendum, because if the referendum is going to be held then it will be necessary to find additional money sources” said Vucetic.
The SNP representative said that in this case the referendum is comparable to irregular elections, which were always unreliable, and that was why the referendum was not planned by the budget’s proposal.
The DPS representative Predrag Boskovic said that last year’s parliamentarian elections hadn’t been planned by the budget, but they had been held.
The LSCG representative Dejan Vucinic says that providing additional money later for the referendum is not an excuse for missing the money for referendum in the budget. Vucinic claims that this proves that it will be no referendum next year.
“I don’t think that organization of the referendum costs less than organization of this spring’s elections” said Vucinic.
This year’s budget predicted that DEM 2 million from the reserve have to be appointed in the case of elections.
Total growth of the budget, if foreign donations are excluded, according to Vucetic, is increased by 70% comparing to this year’s budget, which shows that the present Government wants the ‘black economy’ to become transparent.
“The extremely high increase of the budget comparing to this year’s budget, has no base in Montenegrin private institutions, and it is impossible to provide proposed money” claims Vucetic.
According to Vucinic, the planned budget for next year, like previous years, is not the main financial source for the state’s activities, but there is another parallel budget.
”This budget is controlled by the Government, and it definitely creates a distance between Montenegro and EU” claims Vucinic.
