Pavlovic: This government has caused monopoles and corruption
"A long-term rule of one political elite has induced in Montenegro various forms of political and economic monopoles, including corruption, participation in and protection of illegal business," said spokesman of the network of NGOs, #Akcija#, Koca Pavlovic. This network that consists of 28 NGOs would realize the project Reforms for healthy society, whose aim is speeding up the process of reforms in Montenegro. Presenting the project of #Akcija# at today#s press conference, Pavlovic said that there was no credible, strong and modern, reformist political alternative, thanks to the present government in Montenegro. "About 46 percents of polled citizens stated that the judiciary system was the most corrupted sphere, while 41 percents claimed that it was the political apparatus. General situation show a very unfavourable phenomenon, that is, a worn out dominant and ruling party and lack of opposition that would be their reformist alternative," said Pavlovic. He said that reformist process in Montenegro had not been fundamentally implemented, had neither real force nor support of Montenegrin public. "No matter how much Montenegrin citizens are aware of the necessity of thorough social changes, their confidence in present reformist efforts of Montenegrin Government is very weak and information they have on contents of the changes is almost negligible," said Pavlovic. He said that these results were just a part of a public opinion survey that had been conducted by the agency #Damar# for #Akcija# on the pattern of 986 pollees from nine of Montenegrin municipalities in the period of January 25 to 30. Pavlovic added that Montenegrin citizens had been losing their confidence in elementary capability of political elites because of slow reforms, and added that the long-term problem of Montenegrin democracy developed because of the lack of a strong reformist and modern alternative to the present government. It was also stated at the conference that the action on January 31, completed the document which was an outline for the platform for a number of reform activities that would be implemented this year under patronage of a great number of organizations and institutions of the civil society in Montenegro. Authors of the document analysed the most important issues of changes in political, legal and economic system and pointed out the directions for further development of reforms in these fields in order to constitute Montenegrin society as the union of stable democracy, rule of law and prosperous economy. Estimating the present results of reforms, transition initiative and changes in legislation, with emphasis on the system changes and new solutions needed, the authors wanted to support the productive public discussion within the civil sector, but also to affirm the necessity of support to reforms. Representatives of the #Akcija# thought that this document had a character of discussion motivated by the need for prompted and quality changes of legislation.
