Business association of private economy (PMB) accused Directorate of public income (DJP) that by postponement of introduction of tax cash registers it created chaos in the taxing system.
Dragan Covicm president of PMB and coordinator for public of the Association of the entrepreneurs of Montenegro said that it was impossible to introduce taxing in some services and postpone it for others.
"The Directorate states that the reason for postponement is eradication of the black market, but doesn#t it bother caterers, butchers and construction material sellers, too? Do they expect from already implemented phase of the taxing to eradicate black economy?," said Covic.
He said that the Directorate kept running away from the proposal to make the taxing overall and simultaneous for all taxpayers, with previous reducing of the black economy to the least possible degree.
"Now it is clear to everybody that this crucial reform shall not succeed, unfortunately, due to the activities of state organs," claims Covic.
He is of the opinion that the Directorate of public income does not coordinate with other government activities, which is the reason why final definition of this project is expected from the minister of finance and vice president for financial system in the new Government.
"It is clear to Montenegrin public that six-month delay in passing of the regulations in implementation of the Law on turnover tax enabled to Directorate the monopolistic sale of "Sharp" cash registers," said Covic.
