Stability Pact requests transformation of military into civil industry
Participation of Montenegro in the Stability Pact for southeastern Europe would include the transformation of military industry into civil, which the coordinator of the Sub table for issues of defence and security Blagoje Grahovac announced. "There are no classical military factories in the world any more. It is estimated that they would have less than 20% of military production in our country," said Grahovac. He said that at the June conference of the Third table in Zagreb, 21 projects of six specified-purpose factories from Montenegro were offered to the Pact. These were "Polieks" - Berane, "4 . novembar" - Mojkovac, "Petoljetka" - Bijelo Polje, "1. decembar" - Pljevlja, smithy of KAP and iron foundry of the Steel Complex in Niksic. "We are offering these projects to European states now. They request acceptable amount of money, and until next conference of the Stability Pact we shall have their answer," said Grahovac. The major part of the means allotted through Stability Pact for Montenegro was not used, nor it should be in this phase, said at the press conference the national coordinator of the Stability Pact, Ivan Saveljic. He said that the means allotted were used for long-term projects by previously established dynamics and part of it was already in the implementation phase. "Major part of these means should not be used in this phase, and we are still trying to put in function one part of allotted means, because they should hav been used already," said Saveljic. Next regional conference of the Stability Pact would be organized in Bucharest, on October 25 and 26 this year. Saveljic said that Montenegro could not individually participate in initiatives whose function basis was regional inter-state cooperation because of the recognition of FRY. "That is the reason for our exclusion from the initiative for trade preferences and liberalization of trade in south-eastern Europe and initiative for return of refugees," claims Saveljic. He said that the Pact guaranteed that position of Montenegro would remain unchanged in situations where it was disabled to participate individually because of its international legal status. "The same problem was in cooperation with international institutions, which has so far been alleviated with bilateral support of Germany, Austria, Slovenia, Luxembourg and other states". Saveljic said that Germany allotted 14.4 and Austria 2 million DEM for Montenegro for this year.
