Podgorica, (Montena-business)-The Montenegrin Government adopted the budget proposition of DEM 670 million for next year, which is about DEM 198 million or 41,9% more than last year#s budget of DEM 472 million. Last year#s budget incomes consisted of DEM 109 million of foreign donations. This Law proposition is according to the Minister of Finance, Miroslav Ivanisevic, different by formal and basic reasons comparing to all others, and it represents a progress that Montenegro achieved in the reform of public finance. "The proposition was done according to new classifications and the Law, whose regulations are compatible to the best and new practice, and in basic it means approaching to Europe. The newest is the system of treasury, which represents a centralized budget source and detailed procedure of public spending that predicts changing of the Law on public supplies, and it will provide publicity and transparency of the budget" said Ivanisevic. The budget spending, as Ivanisevic said, characterizes precise planning of elements, restrictive regime in order to save money in new investments and material costs. "The new budget proposal emphasizes a development component which should stimulate development of small and middle companies mainly from agriculture and export" said Ivanisevic after today#s Government meeting. Ivanisevic said that the income positions predict possible growth of the income sources, which refers to the Government#s activities in preventing black economy and adapts black economy to the expectations to implement a new fiscal system in the next year. The new budget proposal is compatible with IMF standards, which shows that Montenegro, according to Ivanisevic#s claims, respects and accepts international roles and is going to be a part of international and financial movements. According to Montena-business#s source, at the meeting the Government representatives had a serious discussion about the proposed amount of the budget, mainly because of the information that next year it will not be foreign donations or they will be reduced. bd/bd
