From the beginning of Montenegrin transition in the sphere of economy 45 up to 50 thousand workers have been proclaimed a technological surplus or 30% of the officially employed in 1992, was estimated in the Employment Service (ES) of Montenegro.
As far as economic activities are concerned 15 up to 20 thousand workers out of the total number, have been proclaimed technological surplus and their status has not still been resolved.
ES estimates that the forthcoming technical-technological, financial and working reorganization of Montenegrin firms will produce new surpluses.
In period from 1992 till last year over 7,2 thousand of superfluous workers received only one payment from the Republic budget amounting 24 salaries while the accrued time was bought up by approximately three thousand workers.
Program of training, additional qualification and retraining included about 6,5 thousand of employed that are technological surplus. Programs of additional trainings were most often financed by employees and the ES.
Resolving the problem of surpluses was, as estimated by ES, made difficult and it influenced dynamics of realization of the process of managerial and ownership transition of economy.
At the moment 315 firms demand from Ministry of work and social welfare to pay 24 salaries for six thousand workers and to buy up length of service for 1,5 thousand of superfluous workers.
Firm #Radoje Dakic# from Podgorica has the most superfluous workers as well as #Montex# from Niksic, 214 each. In #Radoje Dakic# surplus is 15,2% of total number of employed and in Montex about 65%. Primorka Bar has 172 that is 24% of technological surplus, Budvanska rivijera 147, that is 11,1% of the employed.
