Podgorica, (MINA) – Constitutional amendments require a two-thirds majority in the Parliament of Montenegro and will not be possible without cooperation with the opposition, said European Parliament (EP) Rapporteur for Montenegro, Marjan Sarec, adding that the platform presented by the opposition represents a good basis for further dialogue.
Presenting to the EP the report on the European Commission’s (EC) on Montenegro report for last year, Sarec said that the message of that report is clear: Montenegro remains a frontrunner in the EU enlargement process.
According to him, it is an important achievement and confirms that EU membership in the EU is no longer a distant wish, but a realistic and achievable goal.
Sarec stated that the report is not merely a technical assessment of negotiation chapters and benchmarks, but also a political evaluation of Montenegro’s current position and the steps it still needs to take.
“The goal of concluding the negotiations by the end of the year is ambitious, but achievable”, Sarec said.
According to him, the most important will be the implementation, especially in chapters 23 and 24, which remain the backbone of the entire accession process.
“Progress in the rule of law, judicial independence, the fight against corruption and organized crime will decisively affect the pace of Montenegro’s path towards EU membership”, Sarec pointed out.
He stressed that EU accession must remain a shared national priority, above daily political disputes and party interests.
“Montenegro is currently facing the challenge of constitutional amendments, which require a two-thirds majority in the Parliament. Without the cooperation with the opposition, this will not be possible. That is why it will be necessary to reach an agreement”, Sarec said.
He believes that the platform presented by the opposition represents a good basis for further dialogue.
