Armenko: Insufficient use of alternative measures can lead to human rights violations

Podgorica, (MINA) – Montenegro does not face a systemic problem regarding violations of the right to freedom and security, but the practice of the European Court of Human Rights (ECtHR) highlights the need for continuous improvement of the domestic human rights protection system and further alignment with European standards, said the president of the Constitutional Court, Snezana Armenko.

According to the press release from the Constitutional Court, Armenko made this remark at a two-day training program organized by the Center for Training in the Judiciary and the State Prosecutor’s Office, dedicated to detention and alternative measures, with special reference to the Constitutional Court and European practice regarding detention and other forms of deprivation of liberty, which brought together judges and prosecutors.

According to her, insufficient use of alternative measures to detention can lead to human rights violations.

It is yet, as she said, to review the effectiveness of dealing with long periods of detention, the excessive use of detention, and the limited use of alternatives to detention.
