The Ministry explained that public consultations were conducted for the proposed laws, along with consultations with relevant institutions and social partners, and that the legislation was aligned with European standards and Montenegro’s obligations in the European Union (EU) accession process.
“Public consultations were conducted in accordance with regulations, and the report from the public consultation was published on the Ministry of Finance’s website,” the Ministry stated in a press release.
According to the Ministry, the laws were submitted to parliamentary procedure in a timely manner and in line with the Rules of Procedure of Parliament, together with all supporting documentation, explanations, and opinions of competent authorities.
The Ministry noted that this provides MPs with sufficient time and material for thorough consideration.
“We believe that returning laws for reconsideration, without citing specific procedural or substantive shortcomings, additionally slows down the legislative process and sends a negative signal at a time when Montenegro needs institutional efficiency and a clear political commitment to accelerating the European agenda,” the Ministry of Finance concluded.
